I looked at these plastic caps and didn't seem to remember anything like these on my 1970 Nova with an April build date. Since I am the third owner of the car I can't certainly say the treatment on my car is factory, but I can say that the car has never been hit here, so now I'm wondering if this may actually be factory.

The "cap" is some kind of formed putty material that has hardened over the years and is now very brittle, only putty remnants on some of the hood lip pins.

Any thoughts? Some kind of factory application, or, some home mechanics bright idea in place of lost/missing plastic caps?
