JMHO, but a replacement TT (let's just call it a fake) will raise more questions about the car's identity than a missing tag.
As for the decision to buy or not, it all depends on the car. If it is a hot rod, it's not going to matter a great deal; if the car purports to be a desirable model, color, etc and this can only be confirmed by the TT (i.e. the car has no other docs or provenance), well that would cause me to pass on the car, or value it accordingly if I just really wanted it for some overriding reason.
