I used to be a driveline development engineer for GM truck; It is absolutely not a precision marking.

Basically the operator (at the shaft supplier, like Parma) stuck a paint brush in the general direction of the shaft after he was done spin balancing it, rotating the shaft slowly while holding the brush stationary. You can imagine if you were making two or three of these per minute all day every day how careful you would be.
