Yes,
Steel then aluminum. A little timeline as I understand it: USA-1 PUTTING YOU FIRST IN A BIG WAY plate is Late 60's , more like '69 -'70 Is later than the USA-1 See America's First. The USA -1, R-W-B plates in Heavy Steel came out Early to Mid 70's..then Aluminum around 74-75 ,,, I saw those style plates on the Caprice Convertibles in Chevy Showrooms.... THE Steel Plates are Dynamite in appearance.
