Don't know about 69 But 70 like the pic. above needs to be installed before the fender.
Don't ask me how I know this. If someone knows how to get in there with the fender installed I would be interested as to how.

The picture above is a 69 and it can be accessed with the fender on, done it many times, it is the 70 that is a problem.
