Looks like k-1-9 70 z/28 wheel produced 6-13-69. Also has correct round valve stem hole for 1970.

Respectfully do not completely agree...

1) K = Kelsey Hayes
2) 1 = Michigan Plant
3) xx = Year of manufacturing
4) xx = Month
5) xx = Day

We would need to see the 9 or 0 in the year slot for 1969 or 1970 respectfully.
