It looks that way to me also. The instruction sheet however, lists TB-71, which is 1970+ part number and you can see from photo I attached from original NMW catalog it is identical to what is in box.

I went and checked my bumpers
and there is nothing even close to

Here is a copy from NMW catalog showing part # TB-71. Not sure if NMW made a mistake in listing or not. Anyone actually have a set for a 1970+?
