Not trying to kill the joy but I do not see anything there that is specific to the vehicle.

The holy grail would be along the lines of "according to our records" your vehicle was built on...... equipped originally from the factory with a.......engine and a ......model transmission.. etc.

The letter posted Looks similar to the correspondence that Chevrolet put out during that period, with the exception being if the memo came from a VIP like Piggins with specific data from personal files pertaining to a direct knowledge program.
