That spring is for a mechanical secondary carb, there's no provisions to mount it on a vacuum secondary carb. Besides, if the carb is gear drive, the primary & secondary throttle shafts are 1-1 so there should be no need for a secondary return spring. The secondary shaft should close via the gear drive as the primary side closes.

So the primary spring closes all three barrel for a leak-free seal.
