The regulator is now working. My fault. You guys were right. There are 2 ground wires in the front light harness, near the left side headlight. One should go to one of the 3 screws that hold the reg to the fire wall. I had them both on the horn relay screw. I have 14.6 volts now. It is a new Delco reg, but this one is working fine, if it's grounded correctly.

Noticed that when you first posted this photo 2 mos. ago and thought you're just laying things out &amp; will get to them.

This may be the reason my Nova isn't charging enough to run the lights very long after dark. I'm fine all day long but night driving is killing the battery. I had both of those grounds fastened to the core support. I'm assuming one fastens to the voltage regulator and the other to the horn relay? I had the Alternator tested and have a new Voltage regulator and new horn relay...
