Oven cleaner was an old model car builders' trick for removing paint from plastic. The oven cleaner would not attack the plastic but would soften amd remove the pant. There is no selective delamination on paint layers. It will attack all the paint at the same time.

When I used a pressure washer to remove the Ziebart rust preventative layer of oily goop from my trunk, that stuff came off pretty quickly but the factory trunk spatter paint was some really hard stuff to remove.
