On my car (08A Z/28) only the top seam is brazed. Definitely brazed and not welded. The bottom one is left open. The rocker has drains built in, so it really doesn't matter if water enters, unless there are leaves or other debris that will hold the moisture. Would take a pic for you, but the wheels are on right now and can't get the cameral in there.

I agree with resto. Both are usually brazed although it's not uncommon to see the lower one have a spot of braze that holds nothing. I've never seen them ground, or dressed out. Just sent on down the line.
