It's a specialty built vehicle for car shows or for executives. The head honchos could have a special car built for them under a shop order request. The Harley Earl Corvette or the Worlds Fair Corvette are Shop Order cars. Was the Cherokee Camaro a Shop Order car? They usually have a tag showing the Shop Order number on the car.
