If this skeletal remnant had the firewall with cowl tag and hidden vin intact, framerails and other major structual members intact, and just was in need of sheetmetal, it might be a question worth debating. But in its current state, with the firewall, etc. from another vehicle considered for installation, I don't see why it would not fit in to the same category as the #9 car, which has been declared a rebody. If you are saying this remnant was going to have reinstalled the original firewall with hidden vin/cowl tag and that this vehicle started life with it, that would be another matter altogether.
