Matt,
A good machine shop (such as Total Engine in Bloomington, MN) can drill and tap the holes for you and make them functional or not. This could save you a lot of money up front as well as lesson your search as the non holed units are a lot easier to come by and less expensive. I have been having my manifolds drilled for years with great success. The ones in the photo are an example. Just thought I would put that out there to help out. If Dana wants to sell it I have a mint #178 passenger side manifold of his and it was factory drilled for smog. Dated B7 8
