those are liquid toners from a mixing machine. prolly 10-15 years old at least . if theyve been sealed up well they can still be used with no issues. only problem being is there usually dependent on binders and balancers to used properly. i ran a dupont/sikkens paint store for over 15 years. and i used 20 year old lacquer toners for mixing with no probs at all.

I would say sometime 1970's or 80's. Not sure if they are good or not but I know some painters who have cracked open 35+ year old Metalflake concentrated candy tints and they were still good.
