Yes, this is true. I suppose it is much harder to find a dry 'vert body out there than a hardtop.
Not sure if you checked with the Arizona resources here on the boards, but perhaps you might get lucky finding a nice shell. Again, I definitely can see the upside to using a Dynacorn body. And the DMV must be able to assign a VIN to the body. Otherwise, unless they were used drag cars, those complete shells would be worthless.
