If that's the car that was at Russo Steele here in Phx last January I know who built it here in Phoenix about 6 yrs ago and sold it as a clone.
It's a nice clone, pretty correctly done, builder said it ran great. Believe it sold at RS originally around the 2006 timeframe right after it was built. We looked it over at the 2011 RS auction and he confirmed it was the one he built. Here's a link to when that car sold last Jan: HO Copo Clone Again, I could be wrong, if anyone is serious about it the guy I know could tell you what to look for to confirm it is the car I think it is. PM me if you want to talk to him.
