Consider it like an infection. You need to perform surgery to cut a flap out the endura material, down to the rusty metal. Clean the metal and then use the modern urethane filler material to fill the excised section. As long as the bumper is straight, its not a really big deal. This same procedure is used when you have to replace the broken off bumper bolts when the head is still stuck under he endura surface.

You got nothing to lose, it was going to be a wallhanging anyway, right?
