Someone e-mailed me this description as well:

As you look at the metering block on the side that mates to the main body it fits on the two little alignment pegs at the top of the metering block, partially covers the small rectangle shaped opening then the gasket goes on top of it. It keeps fuel from sloshing out the vent tube under accel or decel. The two round holes in it fit on the pegs.

It fits on the float side of the metering block top.
