You can check with these guys...they have a "Wheel Shop" located here and restore old wheels....
...It has been awhile since I went up there
....but here is where they are located...

A light acid wheel wash and plastic brush, then power wash might do it. Heavy oxidation might not fully come off, or need polishing. could also be pitted from oxidation. cool wheels though.
