The contact points are rusted together. Unscrew the little adjuster nut and then spray a lot of wd40 in there and let it soak in. Then replace the screw and hook the terminal to 12 volts and ground the bracket. If no horn sound yet, start whapping the horn with a wooden mallet repeatedly until the contacts break loose. You'll know when the repair is successful when your wife starts yelling at you...or when the horn noise drowns out your wife yelling at you.
