The spare in my March built 69 Nova is a Uniroyal Tiger Paw E70-14 Red Line Dynacor Rayon tire date coded GA8491. Could not get anywhere with Uniroyal...Here is the response I got back:

The information in which you have given does not appear to be the DOT number which indicates the week and year the tire was manufactured.

All tires sold in the United States are required to meet the standards established by the U.S. Department of Transportation (DOT). Compliance is indicated by the DOT symbol imprinted on the tire's sidewall. Next to the DOT symbol is a code representing the manufacturing plant, the tire size, certain optional information, and the date of manufacture. In a 4 digit code the first 2 digits indicate the week, while the last 2 numbers refer to the year. (For example 4809 means that the tire was produced the 48th week of 2009.) In a 3 digit code the first 2 digits indicate the week, while the last digit represents the year. This designation was used before the year 2000. (For example, 129 means that the tire was produced the 12th week of
1999.) The complete DOT code is required on one sidewall of the tire. A partial DOT code may be seen on the opposite side, however there may be instances where the DOT is only on one sidewall.

No month associated with it . '69 manufacturing date for my tire would be consistent with what I was told: i.e came out of a '70 W-31 built in the 3rd week of January.
