Maybe not that cheap if the car has original paint, paper documentation and the numbers match up. The other factor is that the 68 Z28 has always been under valued compared to its 67 and 69 partners. Their are several factors that influence the disparity and I dont think its really a fair shake but that's what the market dictates. The other issue is that the seller would have been much better off opening the garage about three years sooner
