It's the responsibility of following drivers to keep a safe interval, pay attention, and to stop in time. If you rear-end someone it is your fault. So yes, Chevelle-guy is at fault for running into the back of the Taurus and it's Honda-guy's fault for running into the back of the Chevelle.

Technically correct but not if the Chevelle and Taurus were both stopped and the Hondu guy ramming into the back of the Chevelle caused his Post car to hit the Taurus?.
