Need advise on repair of Hildebrand knock offs

I expect it's Halibrand stuff you have...here's a link if any help.?

If the above no good perhaps the Vintage racing and Cobra crowd can lead you to parts but if not can you thread the holes to a good quality wheel stud size and use them as your pins?.
Maybe added sleeves w/ tolerances enough to rotate if this is necessary?.
