Mine has it also. LOS built, sold new in Idaho. 454 - 4 spd with Air.

I think nearly everyone of the 454's got RPO NA-9 in 1971.It became a Govt. mandate in all 50 states beginning w/1971-72 models.In 1970,it was mandatory for vehicles sold brand new in the state of Calif. only and certain parts of Nevada.
I have yet to see a 71 454 w/o it,but it could be possible as it was a transition year,and some may have slipped through the cracks.
