Its the steel wheels low point marker. It indicates the smallest diameter point on the wheel. The original tires would have come with a high point identification mark, and the two were aligned to help with initial balancing of the whell/tire assembly by cancelling out any runout in the overall assemblies diameter..

I'm taking when I remounted the tires and I had them align the red dot on tires to the valve stem that was wrong I should put that mark next to the spot weld
