The starter is not turning when it is installed on the car. Just turns when it is on my work bench.

Check the connection from the negative battery cable to chassis/engine if you have not already.

I found the problem,it was a new spring ring positive battery cable. The cable going into the positive terminal was loose causing the problem. If I held the cable tight into the spring ring terminal the car would start. Thanks for the help,who would have thought a brand new battery cable .

Paul, I am glad you found the problem. I was just before recommending that you start parking facing downhill, which would not have been much fun in the snow.
