Not sure about the black paint..sounds like someone did some spray can upgrade years ago....as for stainless fuel lines...I don't like them
 they tend to leak...the OEM steel is a better choice IMHOwilma

Maybe use some laquer thinner on them and some of the "safest rust remover".
