Glenn,
We had the same problem with my son's '83 Z-28 and we fixed it ourselves. The problem lies with the foam backing on the material. It deteriorates from the heat and then the cloth droops. It's fairly easy to repair. Just remove the trim pieces holding it in place and maneuver the entire headliner out. We scrubbed the fiberboard with a soft wire brush to remove all the dead foam then went to an upholstery shop and bought the correct material in the right color, stopped by the local auto parts store for some headliner adhesive and headed home. Spray both the headliner AND the material and let them tack over, then slowly smooth the material over the panel. Trim it, leaving about 4 inches to wrap over the edge and use a little extra adhesive on the back side where you wrap the edges. Take your time and it comes out nice. If I can do it, anybody can!

(BTW, I think we ended up with about $40 total cost and it took us a long afternoon.)
