We had a home under construction across the street from us and there are little kids that live in the area. They were using the woods behind the house for relieving themselves. A call to the builder resulted in a porta-poty being delivered to the sight. That caused it's own set of troubles. When the builder didn't pay for the fee on the unit, they stopped cleaning it. Of course, it stunk to high heaven. Bottom line is that the builder must provide some type of facilities and I believe it's a law.

Have your wife point him out then watch what car/truck he goes to and piss on it tomorrow. At least thats what I would do if it bugged me. The law probably wont do anything about it so you'll have to fend for yourself
