This was always a controversy in the NCOA too.
When Brian Caudell restored my friends LS6,and he took it to be Diamond Certified in 94,the Judges said No phosphated pulleys.As Brian had done to his pulleys.
Later,someone very well in the NCOA,recanted this,and allowed it.
Later,they retracted it again.
It seems the Majority of the DG Pulleys were painted 60% black,but I would think some were releaased Phosphated.
