Liquid latex (available at Michaels or Hobby Lobby as a mold maker) mixed with carbon black pigment... I mixed a quart of it a few years ago and still have more than half of it after restoring 6 or 8 different weatherstrips.
The ratio of carbon black to latex was close to 15-20%. I have been told that black latex is available premixed... Here is a photo of the side of weatherstrip which was in much worse shape prior to dipping...
