According to Colvin, the paint stripe is to identify the distributor without having to read the number on it.

Most distributors installed at a final engine assembly plant had a color code applied to the distributor housing. This was to enable engine assemblers to identify a distributor without reading the code numbers. In time, many of the paint codes wore off. Most Delco Remy blueprints call out these codes as paint spots.
