I think if you put Motion emblems on it you need Joels permission.

I would think if you as a business sell a car/cars as Motion you need permission or would face litigation. If you personally built yourself a Motion then subsequently sold the car no permission would be needed as long as it was private and not done as a business.
The seller needs to describe more of what this Motion car is. Did they make only this one? Is it a numbered car out of a run that was made? If it is just a one off tribute car then I would think it has less significance than if a line of modern Motion cars were made.
