A likely scenario might be....

* multiple part computer form (the buildsheet) is generated with pertinent customer order data prior to production process

* good share of this multiple part form travels with the car as it is produced with parts being removed and sent back to administrative areas for job tracking as the work is completed

* X number of parts of the form are put in the car permanently (for whatever reason). Some of us now have our buildsheet/s!

* last two parts of this multiple part form are removed from the form prior to completion of production and are set aside until notice that the car is complete and ready for shipping

* production completed, this two part section (which has a carbon sheet in between) is now presented to the shipper where they sign in the appropriate lower right area called Statement Of Acceptance By Carrier. GM keeps the original and gives part 2 to the shipper.

.....makes sense to me.
