I just checked an NOS 4 speed harness and it DOES have the little resistor deal in it - covered in a black vinyl/ duct tape style stuff, looks like a 1.5" piece of tape folded over the resisitor.

I feel fairly certain that it is intended to eliminate the pop you might hear in an AM radio every time the solenoid is energized. I've seen this type of thing a lot in different types of applications.
