Regarding the date code on your Holley, My 1969 Camaro Z28 Van Nuys 09D (1968) car that came very original under the hood with all smog, battery cables, Wittek clamps came with a 863 dated Holley with a V0913DZ engine assembly. My rallys were K 18 8-9 AD. Nice car.

The vast majority of the rockers themselves, and the pinch welds (see pic above) and door posts on this car are quite solid. The passenger rocker is eaten in here in this spot but surgical metalwork would take care of it. It is the ends of the rockers at the wheelhouses that need attention - again my vote is for surgical metalwork (or just do the brakes and clutch and suspension rubber and drive the thing):
