Was it plant related? Were the special colors available only at plants that for some reason did not build LS6 cars? Did every plant build LS6 cars? I can see them not having the special paint at every manufacturing facility.

No it wasn't plant related.
Only 1 of the 7 Chevelle assembly plants,(Oshawa),didn't assemble the LS-6.The other 6 did & most likely had access to the color code #43 CG.
The Millers Citrus Green LS-6 is a special order paint car,and does not show code #43 on the it's trim tag.
Also,if you flip that color chart page over,it shows available interior colors for those exterior colors.Green is not one of those recommended colors...The Millers CG LS-6 has a green int.

Couldn't one ask the same question about the other restrictions? (convertibles, wagons and El Camino)?

D88 stripes were an option. With black or white being the two available colors they would go with pretty much any color. One would think that some of those colors could have been offered with no stripe option if they thought they would clash.
