All 1969 Camaro power steering gears are functionally identical. Z/28 & SS used a different pitman arm to achieve the faster ratio.

The standard Camaro SS and Z/28 power steering ratio was 16.0:1-12.4:1 [gear] 14.5:1-10.8:1 [overall]. 2.06 turns L-L. Standard production power steering gear, 5.75” pitman arm, short steering arms. Engineering info indicates N44 VRPS had one more degree of wheel angle; from 14º to 15º.

The service replacement variable ratio power steering gear was pn 3960246. It does not functionally interchange with anything; only application is the 1969 Camaro. Chevrolet admonished against interchanging standard and VR steering components:

“The pump used on vehicles with variable ratio power steering provides increased fluid flow at higher pressure than the conventional pump. Consequently, the conventional pump and the pump used with the variable ratio system are not interchangeable. A new pump outlet hose is required on variable ratio power steering equipped cars.”

“Internally, the only physical difference between the variable ratio system and a conventional system is the rack and sector gears. However, higher power steering pump pressures are required so it was necessary to strengthen the steering linkage accordingly. The relay rod is now a larger diameter, and constructed of higher strength steel. The same is true for the pitman arm. Because of the substantially higher loads imposed on the steering linkage, variable ratio steering gears should not be installed on any past model cars.”

I have a 69z with manual steering I want to convert it to power steering so its easier to drive. I guess i have to look deeper into this swap Thanks again for your help

Had a few myself back in the day. Prefer PS.

Just find any '69 Camaro sb with PS; take everything. Get a new 5.75" pitman arm and you're good to go. The car should have the shorter arms.

To be absolutely correct you will also need the 3941105 deep-groove pulley. Repros are $50-$60. For NOS, add a zero.

I'd say if the cap (sector shaft cover) bolts are original then it's a 1968 dated box. Saginaw transitioned from bolts + lock washers to flanged bolts (no washers) in mid 1969. The cover in the photo shows period correct bolts (head markings) with separate washers.
