Bill,
My 70 L34 is a Nova not a Chevelle. It's a third week of Jan. car... Most of the dates on the wheels are around Nov. time frame if i remember. So, i would say they are early wheels.

Here's what I have on some survivor wheels. I'm certain this is the correct fastener for 69 SS Center caps.

It is a pan head screw with a captured flat washer. Length, approximately 1/2". These are from a March of 69 set of wheels.

The screwdriver had a part # and appears in the appropriate jacking instructions.
