Could you post a pic of the back side? Any chance the backs may have had some machine work done,....... for brake clearance, etc?
That's a real common design for 60s/70s era wheels and a bunch of manufacturers copied the ARE TT design, but I'd guess a 16" diameter would have been fairly rare then. To me, the web around the lug area looks different than an American. I have one wheel (14 x 7) that's similar to yours and it has SOME markings on the back, but nothing to indicate a manufacturer.
