Bud, the airline complaint line is 1-800-EAT-SH*T. Expect to be put on hold for hours if not days. Your call may be routed through a call center in India but they have been trained to talk with a South Carolina accent so you won't be reminded of outsourcing.
Seriously, I have no idea what the carry-on rules are, I just fly the thing. I am certain that you will be fee'd to death one way or another. A good airline can make a penny into 50 feet of copper wire.
