Those are the lower rear bumper reinforcements used on the 1967-68 Camaros,when ordered with the RS option I believe.They go underneath the rear bumper on both the left & righthand sides,framing the license plate on the Valance.
1969 std. Camaros used a similar reinforcement,but under part #3938633.

These are not to be confused with the optional rear bumper gaurds,which deleted these short reinforcements.
