[/ QUOTE ] Im not familiar with the police cars but i do know there was a white COPO 396 police car on ebay a few years back,and i know 396s came in chevelles[maybe it was the model that it came in?? that made a certain engine a COPO order???

If it was for a special police car....
...would the special speedometer make it a copo?

It could be for a number of reasons including special suspension or shocks, heavy duty radiator (AC radiator in an non AC car), special wiring harness, towing package in a car it's not available, special gearing. I don't know if any or all of these would demand a COPO order, but they could. Weren't there some special order 4 banger Novas that John Z talked about? They had a crummy drive-train combination that made them barely able to climb a hill, but they built them under the COPO designation.
