Corvette guys are funny. (No disrespect; I used to be one ) I've seen this done a number of times. They (we) just didn't like that Black rim around the bottom of the air cleaner.

Could it be a factory piece? Who knows; it's this old "always & never" deal again, but my money would go on it being a day-2/dress-up project.

I think it's aftermarket too. I circled a part on the attached picture that makes me think that. It is shaped like the areas some aftermarket air filters hook a hose to suck up oil fumes from the valve cover vents.
