Good evening David,
I am almost positive that is a 1970 LT1 balancer. To be 100% certain you may want to ask one of the 70Z owners what their's looks like.

Hi, no the keyway is not inline with the timing line.

I believe the 69 was a one year style. The Y where the pulley bolts stands by itself with no ring around it.
