The 8 volt thing only works if the engine is running. If the points are open and the engine isn't running you will have battery voltage (very nearly). If the engine isn't running and the points are closed, voltage will only show about 4-6 volts.

Ask me how much I lost betting an electrical engineer that there should be 8 volts all the time
