It looks flared to me too. Years ago when you went to look at a car, and the fenders were flared, you knew it was to repair rust. I'm not saying that in this case, but that seemed to be the way rust was dealt with back then.

I found a couple more photos of friends cars. This would be 1982 or 83.
This 67 Pro Street car belonged to a friend in White Rock, BC. I don't remember much about it anymore.

I hope this qualifies.
It's not an old photo but a current one of an original "Day 2" '69 Hemi Roadrunner with a 4-Speed. This car looks just the same as it did when I was a kid in the 70s and 80's. Prairie Chicken
